ENISA (Empresa Nacional de Innovacion) is a Spanish state-owned company that provides participative loans to SMEs and startups, a form of flexible, quasi-equity financing that does not require founders to give up ownership or provide personal guarantees. It is one of the main public financing instruments for early-stage companies in Spain.
